颱風處處塌樹 學會批培訓不足

【明報專訊】一場颱風再次暴露了香港樹 木管理問題，香港園境師學會指出，樹木管理屬專業工作，但本港一直未有確立樹木從業員的工種，加上培訓不足，以致施工質素參差。學會今年首推認可樹藝從業 員制度，為現職管理人員認證，另又與職訓局商討開辦文憑課程，為前線人員提供專業資格，吸引更多人從事綠化行業。

園境師學會﹕應視綠化為基建

園 境師學會前會長劉興達認為，政府近年加強綠化，市區樹木有增無減，政府應改變思維，「種樹已非綠化（greening）那麼簡單……應視綠化為基建工程， 從而確立一套制度，例如非持牌人員不能植樹或修剪樹木，否則只會不斷出現添馬公園大量塌樹事件，前線人員植樹連包着樹根的膠袋也未拆除」。

植樹剪樹須具專業資格

政 府開設樹木辦及綠化辦，除加強管理市區樹木，另一項重要任務是加強培訓。政府於2009年發表的樹木管理專責小組報告指出，「樹木管理（尤其是樹木風險評 估）屬專業工作，而培訓對於確保我們（政府）在不同階層擁有足夠人才尤為重要」。樹木辦成立至今逾兩年，已全面評估市區樹木，並篩選出約1000棵有問題 樹木，但培訓方面進展緩慢，政府僅內部培訓，未有為業界制定任何資格準則，「地盤無規定須具備專業資格人士才可植樹，雜工亦可植樹或拿起電鋸修剪樹木」。
園 境師學會今年推行認可樹藝從業員制度，由學會成立評審團隊及制定認可資格，先推薦63人申請認證，結果有25人通過，他們來自大型工程承辦商、物業管理公 司等，學會將於9月接受公開申請，沒設認可人數上限，稍後會制訂守則，設立申訴制度，另外亦會要求會員持續進修，才可獲每年續牌，以及不定期接受考核。

與職訓局商討辦文憑課程

本 身是香港愛護樹木協會主席的劉興達表示，協會與中大專業進修學院於2009年開辦專業文憑課程，至今共有約60人修畢。另外，園境師學會亦與職訓局商討開 辦文憑課程，針對前線護理樹木人員所需技能如爬樹及修剪樹木等，但他促請政府盡快確立樹木從業員的工種，有如建造業的釘板及紮鐵工種一樣，否則各種管理樹 木的陋習難獲改善。

Accredited Arboricultural Practitioners (AAP)- 全香港現時只有24人! 要有樹藝師資格後，幾年實際相關工作經驗，再入一些做過的報告、工程相片、履歷表給一位註冊園境師查核，他確認是沒有問題後，會在副本每頁打上他的印章　（每個園境師都有一個獨立印章的，上面印有他的全名和註冊編號）作為推薦人，然後，交予學會查核，通過了多次的查核，才可正式成為AAP．(好難啊！)

一些未能完全符合資格，但有一定相關經驗和年資的人，已收到信由園境師學會派人在８月約談．

Integrated Vocational Development Centre (IVDC)

Part-time Tutor (Arboricultural Industry)

Major Duties:

(1)   To develop and prepare assessment questions and the respective marking scheme for Arboriculture Vocational Assessment (AVA) in Chinese;

(2)   To assess AVA’s applicants during practical work;

(3)   To recommend suitable equipment / materials / reference readings necessary for AVA;

(4)   To advise the preparation and operations for AVA including but not limited to the assessment procedures, venue setting, set up for practical work;

(5)   To attend meetings as required by the AVA working group.

Requirements:

(a)       A recognized relevant degree such as Arboriculture / Landscape / Botany / Biology / Forestry /

 Horticulture or a related discipline, or equivalent with 3 years’ post-qualification relevant experience; and

(b)           A qualification or certification offered by a professional institution or industry organization on arboriculture, such as

i)   European Tree Technician of European Arboricultural Council

ii)   Registered Consulting Arborist / Registered Practicing Arborist of Australia 

iii) Technician / Professional Member of Arboricultural Association – UK

iv)  Certified Arborist / Certified Tree Climber Specialist of International Society of Arboriculture

v) The Hong Kong Institute of Landscape Architects (HKILA) Accredited Arboricultural Practitioner

 
在最新的綠化、 園境及樹木管理組2012年12月出的樹藝工作的職業安全及健康指引(英文版)中，已成為Tree Work Supervisor 的其中一項必須具備資格了．(詳見Annex I)

A Tree Work Supervisor is a person who has:

(a) received relevant training in occupational safety and health relating to tree
work operation covering, hazard identification, risk assessment and
supervision, and

(b) (i) completed training in tree work operations provided by trainers with
practical experience and expertise recognized by the employer; or
(ii) completed training or vocational assessment in tree work operations offered
by recognised institutions or industry organisations; or

(iii) be a Certified Arborist of the International Society of Arboriculture, Registered Arborist (Level 3 or above) of Arboriculture Australia, Technician Member or above of the Arboriculture Association of the United Kingdom or the Accredited Arboricultural Practitioner of the Hong Kong Institute of Landscape Architects, those having taken the Professional Diploma Programme in Arboriculture of the Chinese University of Hong Kong or equivalent or above, and...
